FnO activation is taking long time!!!!

It's been a month since I submitted the documents but FnO segment has not been activated. In email/chat you just keep repeating that it will be completed in 7-10 days and don't explain the reason for delay.

Do you even have people in support team who really look into customer issues ? Just pathetic experience. I want to close the account now so please tell me the procedure for that.
